Others are corrections which need to be made. These begin with a "C." DETAILED CHANGES AND CORRECTIONS (ADVISORY) A. Additions to Chapter 1 of the text The following material should be included in the lesson for Chapter 1: "Responsibilities of the Captain: "Traditionally, the captain of a vessel is responsible for the safety of the vessel and all persons aboard. This is particularly true on commercial vessels. However, on a recreational boat the operator assumes many of the re- sponsibilities of the captain. If the boat is boarded by federal, state, or local law-enforcement personnel, the operator must answer for the condition and conduct of the boat. The operator is responsible for ensuring that: 1. The boat carries all required safety equipment. 2. Proper lights are displayed at night. 3. Correct sound signals are sounded when required. 4. No-wake zones and restricted areas are correctly ob- served. 5. The boat isn't operated in a manner that will endan- er life, limb, or property of any person. This could include: operating in a hazardous manner, overload ing, overpowering, boating in hazardous weather and operating under the influence of alcohol or drugs. 6. The boat complies with the rules for preventing col- lisions. 7. Proper registration numbers are displayed and the Certificate of Number is carried on board. 8. An accident report is prepared if the boat or persons aboard are involved in an accident. 9. Assistance is rendered to persons overboard and to other boats needing help. 10. Trash, oil, and other pollutants are properly disposed of, and that permanently installed marine toilets com- ply with U.S. Coast Guard (USCG) Regulations. 11. The owner is responsible along with the operator if an injury occurs or if the boat causes damage. "The above list is illustrative, not exhaustive. It iden- tifies some of the specific required actions and respon- sibilities of the captain. Satisfying your responsibilities, however, is much more than complying with the terms of items in any list. As or more important, you must have the appropriate attitude or mind set. To a degree unmatched by many other forms of transportation, pas- sengers and other boaters are dependent upon your skills and professional approach to boating. Boating is, and should be fun, but boating is also serious." Delete the last sentence of the 3rd paragraph of page 1, left column. B. Please make the following corrections in Chapter 2 of the text: A1.Page 2-8, left, paragraph 2, line 7, after "activated" add the sentence: "The container for the halon must also have a tag showing that the system has been inspected within the past 12 months." Begin new paragraph with the following sentence: "If your fixed.." C. Please make the following corrections in Chapter 4 of the text: A1.Page 4-8, left, under heading "Jet Drives" insert the- following third paragraph: "One important thing to- remember about operating vessels, such as personal watercraft (PWC), equipped with jet drives is that you must have power to the pump to maintain steer- ing control. If you release the throttle or shut off the engine during a turn, the momentum of the vessel will carry it in the same direction it was moving at the time the power was reduced, regardless of the direction of the wheel or other steering device. This phenomenon contributes to many PWC accidents." D. Please make the following corrections in Chapter 5 of the text: C1.Figure 5-2: The green can buoy should have a white 7 and not a red 7 as shown (see footnote). Also, the ball on the top of the pillar buoy is much too small. C2.Figure 5-4: The ball on top of the safe water buoy should be much larger. Add the word "Bell" below "Mo(A)." C3.Figure 5-9: The triangular chart symbol should be a square. C4.Figure 5-12: The arrow on the east side of Florida is pointing the wrong way. A5.Page 5-6. right, 4th paragraph, 2nd line. Add "Inlet" after "Manasquan." C6.Page 5-8 (cartoon at bottom of page): The safe wa- ter buoy should be spherical in shape and not a can buoy. A7. Page 5-14, bottom right, and page 5-15 top left, un- der heading "Satellite Navigation." Delete this sec- tion. SatNav is now scheduled to be replaced by the end of 1996. The material contained in these para- graphs is only of historical interest. A8.Page 5-15, delete the first two paragraphs under "The Global Positioning System" and substitute the fol- lowing: "The Global Positioning Svstem (GPS) is rapidly increasing in popularity. It has replaced the U.S. Navy Satellite Navigation System (NAVSAT). GPS has, 24 satellites: 21 are used in normal service while the remaining three serve as active spares. The satellites operate in circular orbits at an altitude of 20,200 km (10,900 nm) above the earth. These satellites provide two kinds of signals. The Standard Position- ing Service (SPS) provides positions with a horizon- tal accuracy of 100 meters. The Precise Positioning Service (PPS) has a horizontal accuracy of 30 meters or less. It Is presently available only to authorized users. President Clinton has directed the Department of Defense to study the implications of making more accurate navigation information available to civil- ian users." A9.Page 5-16, left, line 9. Please make the following corrections in Chapter 6 of the text: A1.Figure 6-18: The caption would be more correct if it read: "Sailing Vessel Less Than 20 Meters, Under- way... ?l A2. Figure 6-20: The caption would be more correct if it read: "Sailing Vessel 20 Meters or More Using..." A3.Page 6-20, right: The drawbridge radio channels are more complex than indicated in these paragraphs (see Title 33, Code of Federal Regulations (CFR), Part 117, Appendix A). A convenient source for draw- bridge radio channels is the appropriate volume of the United States Coast Pilot, published by the Na- tional Oceanic and Atmospheric Administration (NOAA). Instructors should advise students to con- firm radio channels for drawbridges before starting cruises. C4. Page 6-21, right, 1st paragraph: lines four and five should read "tice that both the operator and the owner may be held responsible when they are not the same." F. Please make the following corrections in Chapter 7 of the text: A1. Page 7-6, left, 1st paragraph under the heading "Tide Tables," line 2. Change "tables" to "data." Begin- ning in 1996, NOS suspended publication of Tide Tables. Instead, NOS provides tide data to commer- cial sources. Commercial publishers now publish the Tide Tables, some in the identical format as formally used by NOS. C2. Page 7-15, right, at end of 2nd paragraph under the heading "Bearings and Fixes." Add: "When taking bearings by heading your vessel toward the marks, the bearings and compass headings are identical." C3. Page 7-16, top left: the word "bearing" should be changed to "heading" in lines 5 and 7. In line 6, change 088(degrees) C to read 088(degrees). In line 7, change 176(degrees) C to read 176(degrees). C4. Page 7-17, right, lst paragraph under the heading "The Speed Table," line 5. Change "speed over ground" to "speed through the water." G. Please make the following corrections in Chapter 8 of the text: A1.Page 8-3, left, 5th paragraph: the third line should read "...more heat" instead of "a hotter spark." A2. Numerous Auxiliarists wrote and offered comments about kilowatts vs. horsepower. The text is correct. On September 1, 1989, the Internatiotial Congress of Ma- rine Industry Associations (ICOMIA) agreed to change the way that marine engines are classified from horse- power to kilowatts to make it easier for consumers to make direct comparisons of brands. Accordingly, nearly all manufacturers of inboard, outboard, and stern drive engines have complied. This change was announced in several publications. The text explains how to convert horsepower to kilo- watts and vice versa. Another way to convert, not men- tioned in the text, is to remember that one horsepower is equal to 746 watts or 0.746 kilowatts. H. Please make the following corrections in Chapter 9 of the text: C1.Figure 9-2: The labels 6x42 and 7xl9 should be switched to make the figure correct. C2.Figure 9-28 and associated text on pages 9-16 and 9-17: Delete the last paragraph in the right column on page 9-16, and the first paragraph in the left col- umn on page 9-17. Also delete Figure 9-28. Secur- ing a line in the manner shown in this figure has been known to cause injuries. I. Please make the following corrections in Chapter 11 of the text: C1. Page 11-1, right, last paragraph lines 3 and 4. Change "Their emergency frequency is 8364 kilohertz (kHz)." to read: "The SSB Distress and Calling fre- quency is 2182 kilohertz (kHz)." Frequency 8346 kHz (commonly known as the "International Life Boat Frequency") is designated for use by survival craft. It is scheduled to be done away with in 1999. C2.Page 11-5, right, 6th paragraph: delete "channel 9" in the second Iine. Substitute a period for the comma after the first "channel" in the fifth line, and delete the word "and." Capitalize the "c" in the second "channel." C3.Page 11-5, right, last paragraph: delete "9" in the last line. C4.Page 11-7, right, last paragraph, fourth line: change "9" to " 16." Delete the entire next sentence. Delete the word "not" in the last line. C5.Page 11-8, left, fourth paragraph: change "channel 9" to read "channel 9 or 16" in the third line. Please make the following corrections to the overhead masters: C1.Master 2-3: "Read Right to Left" should be "Read Left to Right." C2.Master 3-2: 8-1/5 should read 8-1/2. C3.Master 5-18: the buoys are reversed. A4.Masters 6-7 and 6-18 are quite "busy." The use of a mask to cover all but the section being discussed wiII help. A5.Master 6-24: adding color tints to the flags will im- prove this and several other masters. C6.Master 7-20: the agonic line is on the wrong side of the Florida peninsula. It should be just west of Pensacola. C7.Master 9-20: Delete the words "round turn with." See Figure 9-20 in the text. C8.Master 9-24: Delete upper drawing to conform with infomation in H., 2., above.
